I disagree that technology can heal or damage human societies. We try to help drug abusers to cope with their addiction. But would it be still possible if majority of society become drug abusers. Technology extends our capacities. People need to enhance their moral capacities to be able to use technology for good.
Only when morally strong people have outnumbered the weak ones, then can technology fuel social change. Till then, focus should be on promoting ethical behavior.
This is a remarkable way of critique. The essay doesn't use the word "we" or "they". To criticize a system needs not to criticize humans. Talking plainly in intellectual and not emotionally-enticing way is important to be able to write good writing even in favor of the "right" thing.
